Bark in the Park: Walk Your Dog to Help All Dogs (Cats too!) | Steve ...

By Steve Dale, today at 7:55 am

Bark in the Park, benefiting the Anti Cruelty Society,?is a Chicago tradition, this 19th annual event kicks off May 4 in Lincoln Park near Montrose Beach. Thousands of dogs will take a leisurely walk the 5K course, though some more serious folks (without a dog) can run the course. The run begins at 9 a.m., and the walk kicks off at 9:15.

Among the many vendors, there will be samples of pheromone products (Adaptil and Feliway) for helping anxious pets, with expert advice. Also, there will be samples of various pet treats. You can "test" your pup in agility....and there are even snacks for people!

By raising funds for Bark in the Park, you are supporting Ant Curelty's open doors for any animal in need 365 days a year. Emcees for the event include myself, Bart Shore of WBBM radio and WLS-TV Roz Varron and Hosea Sanders.

Though the mission is serious, this event puts the fun in fundraising! ?Here are some images from recent Bark in the Park's.

Tynwald Extel to bounce back in Nottingham?s William Hill Stayers Trophy - Heat 2

A lot of people are questioning Tynwald Extel?s chances in the second heat of Nottingham?s William Hill Stayers Trophy on Monday, because the black dog suffered a shameful defeat last time around. After getting crowded right at the start, T. Munslow?s charge was in no position to make an impact. As a result, he ended up fifth on the chart.

It was a terrible indeed. But one must not judge the hound on that. The ride was quite unfortunate. It is always tough to recover after an early mess. Prior to that loss, the son of Droopys Scolari performed very well.

After taking a couple of A2 wins, the December-09 hound moved up to the A1 class. He missed the gold medal only by half a length on April 9th. It was certainly a confidence-boosting performance by the maverick hound.

He further raised his game to win the race comfortably on the subsequent occasion. On April 16th, he always led the proceedings, and eventually bagged the first prize by three quarters of a length.

Tynwald Extel is highly likely to bounce back to the winning ways. The draw is not a big worry for him. He is due to start from the second trap. If the dashing hound manages to take lead in the beginning, it will definitely be a classy victory for him.

Other hounds in the pack are: Savana Charlie, Tynwald Extel, Youngstown, Oldroad Bluebell, Drumcrow Lauren, and Mosquito Pilot. The 680 metres clash will be started at 20:37 GMT. The winner will take the first prize of 200 pounds.

Oldroad Bluebell was not disgraced when seen over C&D last term. Despite a favourable draw, it is a very hard outing for the blue and white hound. Mosquito Pilot does stick to the task, but must track cleverly.

As far as Savana Charlie?s prospects are concerned, any jostling up front would play into his hands. Youngstown is in patchy form, but would be dangerous if holding pitch. Drumcrow Lauren looks interesting on stepping up to the six bends. Let?s see how she handles the situation. Good luck to all the contenders.

2 killed in French building collapse after blast

REIMS, France (AP) ? A possible gas explosion ripped off the side of a five-story residential building in France's Champagne country on Sunday, killing at least two people and injuring 14 others, officials said. Search teams extracted a victim's body as they pored over the rubble in a hunt for possible survivors.

More than 100 rescue workers, firefighters, sniffer-dog squads and bomb and gas experts rushed to the gutted building in a subsidized housing complex in the city of Reims, east of Paris, officials said. Heaps of debris spilled out of the building onto a grassy esplanade below.

"The explosion of a residential building in Reims is a terrible drama," the office of French President Francois Hollande said in a statement, conveying his condolences to the victims' relatives.

The Interior Ministry also issued a statement saying two people died and 14 people were injured.

"We don't know the cause of the explosion. It was probably due to gas," Reims mayor Adeline Hazan said at the scene. "We know two people are dead ? we don't know their identities yet," she said, adding that the survivors were taken to hospital.

"These are not definite numbers, because we are looking for another two to five people," Hazan said. An official investigation was under way to determine the cause, she said. Authorities insisted that the two people known to have died were adults.

Witnesses described a powerful blast.

"The explosion was very strong, like a sonic boom from a fighter plane. We had been playing football on a field about 30 meters (100 feet) away, and ran to the scene," housing project resident Abdel Kader said. "The building had fallen like a house of cards ... 30 seconds after that we saw a man calling for help, he was on a slab. His legs were caught."

"Later, he died," Abdel Kader, a 27-year-old job seeker who declined to provide his family name, said.

Michel Bernard, the top government official in Reims, said the building dated to the 1960s. About 10 of the 40 or so apartments were affected on the end of the rectangular building, he said.

Late in the day, authorities deployed backhoes to help clear away the rubble.

The precariousness of some buildings has come to light internationally in recent days following the collapse Wednesday of an eight-story building in a suburb of Dhaka, Bangladesh, where at least 362 people have been confirmed to have died. Officials said three floors of the building, which had housed garment factories, had been built illegally.

Dickey: No terror tips should go unchecked

new today, they're focusing on the role their mother played. michael mccall today gave the strongest warn about her yet.

>> i think she played a very strong role in the radicalization process. i believe she is a person of interest, if not a subject. i do believe she comes into the united states that she will be detained for questioning. so i think there is a connection there.

>> joining mess is christopher dickey , the paris bureau chief and editor for theo -- i love this argue in which you describe the three key factors that lead to the development of -- the t.n.t. explain testosterone.

>> you know, most of the people who carry out terrorist acts are young men, who have lot a juice, a lot of testosterone, they are ambitious, anxious, they are full of all those characteristics that we associate maybe with a cliched sort of way, not necessarily biologically, but with the presence of a lot of tess toes torino. so we're usually talking about young men. it is second factor, you nay narrative.

>> i think narrative is the most important, rather than ideology or religion, because that demystifies it. what happens is they young men see themselves identifying with some greater cause, usually the cause of some oppressed people . it could be the catholics in northern ireland , it could be the tamals in sri lanka . in this case, they probably saw themselves identifying with the oppressed chechen people , the opressed iraqi people , the oppressed afghan people , even though they -- they see themselves almost like in knights in white armor . the key work of the ideology of al qaeda is a book called" knights under the prophet's banner" which is the whole idea of terrorism as chivalry. i think that's what you'll see almost universally with these guys.

>> what about the third factor? theater.

>> this is something that's always been a characteristic of terrorists, whether anarchists or islamists. it's become a huge problem in the last 30 years, when terrorists have seen they can carry out actions that will literally resonate around the world. they can do something obviously like 9/11, but even something like the boston marathon bombings, where three people are killed and scores injured, but it's not a huge disaster, yet it has resonance in every corner of the globe. that's the kind of theater they want. in fact, if you look at the history of al qaeda , you'll see that the leaders used to watch disaster movies all the time, because they loved that spectacle. in some ways 9/11 was an effort to replicate the hollywood's spectacle of destruction that they had seen in hollywood movies.

>>> there's a lot of talk, christopher, about boston being an intelligence failure . law enforcement was tipped off. but can anything really be stopped to stop all terrorist attacks , or is it just a matter of reduction?

>> well, it is a matter of reduction. i mean, you can keep pushing and keep pushing, you can use intelligence, which really is the most important thing and you have to be careful how to use it. you don't want to be too invasive, but you can't let a tip just sort of drift by the wayside and say these guys are not a priority. but the most important thing is resilience, is building up the nation's ability to weather the kind of storm we saw in boston . i think boston itself is a great example, the way people have come back quickly from that tragedy, and i think the way the american people have come back from the boston tragedy. that's where i defeat the terrorists. if you look at britain during the height of the i.r.a. bombing campaign, horrible things would happen in the center of london, and the british would just carry on. i think ultimately that's the way you defeat the terrorists, because they don't get the resonance that they want from the actions that they carry out.

>> christopher dickey , thank you

Synergist Founder Hopes To Raise $25K Using The Company's Own Crowdfunding Platform

synergist logoSites like Kickstarter have been used to crowdfund a wide range of projects, but I don't think they've ever done what Synergist is attempting today ? they've never crowdfunded themselves. The site was founded by 17-year-old Jared Kleinert, who described Synergist as a mix of crowdsourcing and crowdfunding for social enterprises (i.e., organizations that aim to do good, rather than make money, but apply commercial strategies to achieve those aims). The funding mechanism is pretty similar to Kickstarter ? projects need to reach their funding target in order to receive any money, and the money is given for rewards, not equity. But Kleinert emphasized that the fundraising is really only a small part of the process.

Developmental neurobiology: How the brain folds to fit

Apr. 26, 2013 ? During fetal development of the mammalian brain, the cerebral cortex undergoes a marked expansion in surface area in some species, which is accommodated by folding of the tissue in species with most expanded neuron numbers and surface area. Researchers have now identified a key regulator of this crucial process.

Different regions of the mammalian brain are devoted to the performance of specific tasks. This in turn imposes particular demands on their development and structural organization. In the vertebrate forebrain, for instance, the cerebral cortex -- which is responsible for cognitive functions -- is remarkably expanded and extensively folded exclusively in mammalian species. The greater the degree of folding and the more furrows present, the larger is the surface area available for reception and processing of neural information. In humans, the exterior of the developing brain remains smooth until about the sixth month of gestation. Only then do superficial folds begin to appear and ultimately dominate the entire brain in humans. Conversely mice, for example, have a much smaller and smooth cerebral cortex.

"The mechanisms that control the expansion and folding of the brain during fetal development have so far been mysterious," says Professor Magdalena G?tz, a professor at the Institute of Physiology at LMU and Director of the Institute for Stem Cell Research at the Helmholtz Center Munich. G?tz and her team have now pinpointed a major player involved in the molecular process that drives cortical expansion in the mouse. They were able to show that a novel nuclear protein called Trnp1 triggers the enormous increase in the numbers of nerve cells which forces the cortex to undergo a complex series of folds. Indeed, although the normal mouse brain has a smooth appearance, dynamic regulation of Trnp1 results in activating all necessary processes for the formation of a much enlarged and folded cerebral cortex.

Levels of Trnp1 control expansion and folding

"Trnp1 is critical for the expansion and folding of the cerebral cortex, and its expression level is dynamically controlled during development," says G?tz. In the early embryo, Trnp1 is locally expressed in high concentrations. This promotes the proliferation of self-renewing multipotent neural stem cells and supports tangential expansion of the cerebral cortex. The subsequent fall in levels of Trnp1 is associated with an increase in the numbers of various intermediate progenitors and basal radial glial cells. This results in the ordered formation and migration of a much enlarged number of neurons forming folds in the growing cortex.

The findings are particularly striking because they imply that the same molecule -- Trnp1 -- controls both the expansion and the folding of the cerebral cortex and is even sufficient to induce folding in a normally smooth cerebral cortex. Trnp1 therefore serves as an ideal starting point from which to dissect the complex network of cellular and molecular interactions that underpin the whole process. G?tz and her colleagues are now embarking on the next step in this exciting journey -- determination of the molecular function of this novel nuclear protein Trnp1 and how it is regulated.

Hostel Detroit Program Pairs Visitors With 'Ambassadors' To Experience City

By Erica Hobbs
DETROIT, April 26 (Reuters) - Detroit is not exactly among America's top 10 tourist destinations. But a local nonprofit hopes to alter public perceptions of one of the nation's poorest big cities, where more than a quarter of its residents live below the poverty line.
Hostel Detroit, which marks its second anniversary in April, is offering out-of-towners to the Motor City an "ambassador" experience that pairs volunteers with visitors on free cultural tours of local art, architecture and music.
The effort is attracting a growing number of takers at the same time the state is promoting itself with programs such as Pure Michigan. Tourism officials last Monday said 2012 brought in 3.8 million out-of-state visitors - one of the highest numbers in years - and a record $1.1 billion in spending.
Some of those visitors are joining groups led by volunteers like Kevin Ward, an Ann Arbor native who's lived in Detroit for two years and who tackles the subject of Detroit's decline head-on.
"So I'm guessing you guys have maybe heard bad things about Detroit," Ward told a gathering of about 15 twentysomethings scattered across the muddy, damp ground of Lincoln Street Art Park on a recent tour. As the group took note of such urban amenities as a pheasant mural on the side of a brick building and a massive dinosaur made entirely of scavenged materials, Ward, 29, noted that Detroit had its problems of poverty, racial tension and population loss.
It's like a tale of two cities, he said. "You have the city government, which is having a lot of problems. But you also have a ton of people coming in to open businesses that are taking advantage of all the things that the city has to offer."
Ward works for an Ann Arbor software company and lives in Midtown, Detroit's cultural district centered around Wayne State University not far from downtown. He is one of several volunteers for the hostel, which opened in April 2011 in Corktown, one of Detroit's oldest neighborhoods that has seen a recent surge of development from young entrepreneurs.
Hostel Detroit was envisioned as a way to connect out-of-town visitors with local residents. It is "an educational organization that is meant to show people Detroit's culture and assets and the real story of what's happening here," said founder Emily Doerr, who serves on the hostel's board of directors. Support comes from guests who stay in the hostel's nine bedrooms as well as the Knight and June and Cecil Mcdole Foundations. Volunteers contribute time, material or services to help make the hostel run.
City tourism officials welcome the program as an added attraction to appeal to visitors from a wider range of ages and economic backgrounds. "The community is coming together, attempting to attract a younger generation to downtown Detroit," said Michael O'Callaghan, the executive vice president and chief operating officer of the Detroit Metro Convention & Visitors Bureau.
To date the hostel has hosted about 1,600 people from 23 countries. While organizers said the hostel has provided accommodations for people of all ages and backgrounds, the most typical visitors are in their 20s or 30s with "an adventurous spirit."
Anastasia Farnum, 20, stayed at the hostel during spring break to visit art colleges. Though the Orlando, Florida, resident had been warned that Detroit was "dangerous," she wanted to check out the city anyway and said she loved her experience at the hostel.
"I really like that there's a community," she said. "With a hotel, you check in and you check out, and it's really cold. But I like the idea that people can give you advice on the area and you can talk to other people who are also visiting."
In addition to the street art tour, the program showcases urban farming and city neighborhoods, and offers customized programs tailored to specific tastes. The hostel also refers guests to paid city tours.
Beyond such local landmarks as the Detroit Institute of Arts and Motown Museum, Ward said ambassadors tip visitors to attractions such as the Contemporary Art Museum, the original Ford Model T plant on Piquette Avenue, street art murals and underground jazz. Not surprisingly, the tours focus on positive sights, although signs of urban decay are hard to miss.
The ambassador program also tries to connect outsiders with locals on a less formal level, promoting networking opportunities where possible.
Ontario native Deveri "Dee" Gifford, 31, said her experience with Hostel Detroit enabled her to open her restaurant, the Brooklyn Street Local, in Detroit last May. She and her husband had been scouting potential spaces when they took part in an potluck mixer. A local volunteer connected them to a real estate agent, who in turn directed them to a suitable space in Corktown.
"When we moved here, within about a week I felt that we had a really solid support network, and that was incredibly surprising to me that it just happened that fast," said Gifford.
John Donahue, from Charlotte, Michigan, said the hostel was instrumental in getting him involved in Detroit.
The 58-year-old cyclist said he used to drive the 200 miles to Chicago for bike tours because he had grown up with the notion that Detroit was a "scary place."
It wasn't until his friend recommended Detroit, twice as close, that Donahue fell in love with the city. He's since become one of the hostel's most frequent visitors, sometimes staying up to three times a month to take part in city activities.
As it celebrates its second anniversary, Hostel Detroit has just hired its first full-time manager to better organize and expand the ambassador program, Doerr said. The hostel is also considering either adding on to its current building in Corktown or looking for a larger space altogether.
Whatever the changes, the goal remains the same.
"We want to show off all the really amazing stuff in Detroit," she said. "We are very proud of that." (Reporting by Erica Hobbs in Detroit; Editing by Arlene Getz, Paul Lienert and Prudence Crowther)

UT-Austin Fuels the Energy Capital of the World | JSG News

John Butler, Scott Tinker and Tad Patzek

Left to right: John Butler, Scott Tinker and Tad Patzek

Leading energy faculty at The University of Texas at Austin shared an update on the innovative research and programs taking place on the Forty Acres during the first-ever UT Energy Summit in Houston.

The event, held at Latham & Watkins LLP on April 18, showcased how faculty and staff from UT?s engineering, business and geology schools are working together on various energy-related projects. This interdisciplinary approach helps ensure a 360-degree understanding of the nation?s energy resources, as well as how energy impacts society. The event?s moderator, Marshall Adkins, director of energy research at Raymond James and Associates, hosted the three-person panel including:

  • Tad Patzek ? Chair of Petroleum and Geosystems Engineering (PGE) Department in the Cockrell School
  • Scott Tinker ? Director of the Bureau of Economic Geology and the Advanced Energy Consortium in the Jackson School
  • John Butler ? Associate Director of UT Energy Management and Innovation Center in the McCombs School

Patzek and Tinker are currently collaborating on three research projects, including an Alfred P. Sloan Foundation energy project. The extensive study, recently released, indicates natural gas production in the United States will accelerate over the next three decades, increasing the country?s energy independence, a high priority item in Washington D.C.

During the event, Patzek also shared the details of UT PGE?s one-of-a-kind drilling and completions lab, set to open in late spring, made possible through the support of Baker Hughes. The lab?s state-of-the-art technology will allow students the opportunity to access, analyze and make decisions on real-time field data. The new technology, particularly the drilling simulator, will create a world-class program benefiting current and future students.

?We are growing not only as the preeminent petroleum engineering department, but also the premier energy university, with UT?s diverse research portfolio,? Patzek said.

The deans from all three schools, Gregory L. Fenves (Cockrell School), Sharon Mosher (Jackson School), and Thomas W. Gilligan (McCombs School), as well as Thomas Edgar, the interim director of the Energy Institute, attended the event and contributed to the moderator/panel discussion.

The UT Energy Summit is expected to become an annual event, building the partnership between two great Texas cities ? Austin and Houston.

Researchers from the University of Gothenburg, Sweden, have spent many years studying the remains of a Stone Age community in Karleby outside the town of Falkping, Sweden. The researchers have for example tried to identify parts of the inhabitants' diet. Right now they are looking for evidence that fertilisers were used already during the Scandinavian Stone Age, and the results of their first analyses may be exactly what they are looking for.

Using remains of grains and other plants and some highly advanced analysis techniques, the two researchers and archaeologists Tony Axelsson and Karl-Gran Sjgren have been able to identify parts of the diet of their Stone Age ancestors.

'Our first task was to find so-called macrofossils, such as old weed seeds or pieces of grain. By analysing macrofossils, we can learn a lot about Stone Age farming and how important farming was in relation to livestock ranching,' says Axelsson.

Another aim has been to collect animal bone material or simply 5,000 year old food remains. The researchers know that pieces of bones from cattle, pigs and sheep can be found at the site.

'By studying the levels of isotopes in the bones, we can for example find out where the animals were raised, which in turn can give important information about their role in trade,' says Sjgren.

The results of the first grain analyses have now been presented, and besides revealing that both barley and wheat were farmed at the site, they point to elevated levels of the isotope N15 (nitrogen 15). The elevated levels may indicate that fertilisers were used in the area of Karleby already 5,000 years ago.

'We will continue our analyses both in the field and in the lab, and are hoping to find more macrofossils. Hopefully we'll find some weed seeds, as they may help confirm that fertilisers were indeed used since the type of weeds found in a field can signal whether fertilisers or some other method was used,' says Axelsson.

New Chrome Beta extension from Google lets you view Office files directly in the browser

One of the more unique features of Google's web browser for Chromebooks has been the ability to open and view Microsoft Office files directly in the browser (as opposed to pushing them to Drive), but that's so far remained confined to those devices. Google's decided to change that today, though, releasing a new extension for Chrome Beta that allows the same functionality in the browser for Windows and Mac. There's no indication yet as to when it will make it to the stable release of Chrome, but beta users can install the extension now at the source link below.

Paltrow named World's Most Beautiful Woman

By Gael Fashingbauer Cooper , TODAY

People

Gwyneth Paltrow is People magazine's "World's Most Beautiful Woman."

She has an Oscar, a rocker husband, two children, and now the title of World?s Most Beautiful Woman. Gwyneth Paltrow, 40, graces the cover of People magazine?s Most Beautiful People issue.

?I can?t believe it,? Paltrow said of the magazine?s honor. ?I kept thinking, ?This can?t be true.? I?ve never been more surprised or flattered.?

Adele, Beyonce, Jennifer Lawrence, and Kristen Stewart are among the many other stars who made People?s "Most Beautiful" list.

Paltrow works out two hours every day, and says her regular workouts can be ?a nightmare,? but that she pushes herself to do them by viewing staying in shape as part of her job. ?Let?s face it, it?s much easier to just chill out and watch TV,? she said.

Although her new cookbook, ?It?s All Good,? stresses a strict diet, Paltrow admits that after a careful day of watching what she eats, she lets herself eat whatever she wants for dinner. ??Because I want to enjoy my life and I love pasta,? she told the magazine.

She also talked to the magazine about her marriage to Coldplay rocker Chris Martin. ?I never make him feel hemmed in or like he?s in trouble,? she said. ?And on a personal level, as friends, we really get along.?

She also addressed some untrue Internet claims, saying she doesn?t ban her children from eating carbs or eat naked in front of a mirror. ?It?s all so silly,? she said of the rumors.

She spoke honestly about a miscarriage she had, saying ?To this day, I feel like I?m missing that kid,? and allowed that she still thinks about possibly adding another child to her family.

The actress will reprise her role as Tony Stark?s assistant and love interest, Pepper Potts, in ?Iron Man 3? which opens May 3. But Paltrow told People that because of her children, she has cut back to making only one movie per year, and she looks for something that won?t take her away from her family.

Asked what her biggest ?aha moment? was, Paltrow said it was when she met her daughter, Apple. ?I looked into her eyes and I was like, ?What was I doing until this moment??? she said.

Anonymous Just Took Down NAMBLA's Homepage to Protest Pedophilia Pride Day

As you may, hopefully, be unaware, today is Alice Day, a day inspired by Lewis Carroll's debated sexual attraction to Alice In Wonderland's very underage and very real counterpart, when proud pedophiles come together in celebration of their disorder. So it's a beautiful day for a NAMBLA takedown, and Anonymous was happy to answer the call. More »

Whether human or hyena, there' s safety in numbers

Apr. 23, 2013 ? Humans, when alone, see threats as closer than they actually are. But mix in people from a close group, and that misperception disappears.

In other words, there's safety in numbers, according to a new study by two Michigan State University scholars. Their research provides the first evidence that people's visual biases change when surrounded by members of their own group.

"Having one's group or posse around actually changes the perceived seriousness of the threat," said Joseph Cesario, lead author on the study and assistant professor of psychology. "In that situation, they don't see the threat quite so closely because they have their people around to support them in responding to the threat.'"

Funded by the National Science Foundation, the study appears online in the journal Social Psychological and Personality Science.

The study was inspired by MSU zoologist Kay Holekamp's research with wild hyenas in Kenya. Holekamp and her team played recordings of hyenas from other parts of Africa and found the hyenas listening to the voices were more likely to approach the source of the sound when they were in groups and more likely to flee when they were alone.

The research by Cesario and Carlos Navarrete, associate professor of psychology, was similar, only it dealt with humans and perceived distance of potential threats. In two separate studies of more than 300 participants, the researchers showed that people who are alone judge threats as much closer than when they are in a group.

Like most social species, hyenas and humans have developed adaptations over time to better deal with predatory threats.

"This is about evolutionarily significant threats, such as members of a different group coming to steal resources or attack you," Cesario said. "The cost of not responding soon enough to a threat like that could be death or serious injury. So seeing that threat as closer allows you to respond with enough time to spare. What our work shows is that having your group or coalition around you makes that kind of early responding less necessary."

The study dealt with racial bias and group threats. The participants, who were white, were assessed on how negative they were toward blacks and then asked to judge the distance to a black community, both when the participants were alone and as part of a group.

Cesario said the perceived threat can take many forms -- be it from other races, communities or even students from another university, as one nonrelated study showed.

"So this line of research has little to do with the makeup of the group -- whether it's members of another race or students from another college -- but more to do with the question of, 'Are you with me or not?'"

Bill would force super PACs to reveal their donors

WASHINGTON (AP) -- Two senators hope to require political groups to name the donors who spend millions of dollars to influence federal campaigns.

Legislation sponsored by Democrat Ron Wyden of Oregon and Republican Lisa Murkowski of Alaska would require so-called super PACs to reveal their sources of money, just as federal candidates must do.

Outside groups spent $1 billion in efforts to help or attack various candidates in the 2012 elections. Some individuals gave $1 million or more.

These independent groups generally do not have to identify their donors. Critics say major influences on elections should be more transparent.

"Where there's significant campaign spending, everyone has to play by the same rules," Wyden said in a statement. Voters "deserve to know where the money is coming from and where it's going," he said.

Murkowski said many Republicans, Democrats and independents "were concerned over the role of big money and secret donors in the last election."

Super PACs can raise and spend unlimited funds to help candidates, but cannot coordinate expenditures or strategy with a campaign.

The emergence of super PACs and other outside groups, emboldened partly by the Citizens United decision by the Supreme Court in 2010, has done more than anything else to reshape the contours of campaign fundraising.

A few federal court cases have broadly eased campaign finance rules, allowing donors to give unlimited sums. That kind of money largely has gone to super PACs.

Many super PACs have affiliated nonprofit "social welfare" organizations that spent hundreds of millions last year on issue ads. Those groups don't have to disclose their donors because they're governed by tax law.

Open-government groups have pushed Congress, to no avail, for a law that would require politically active groups to disclose their finances.

UK in dark mood as new recession may be confirmed

LONDON (AP) ? Recession may just be a word. But in Britain it may become a habit ? and a dangerous one at that.

It's possible that official figures on first quarter economic growth, to be released Thursday, could put the country back in recession, and tension is building.

Although economists on average expect growth of 0.1 percent on the quarter, they warn it would take the smallest statistical variation to put the figure in negative territory. That would place the country in recession, technically defined as two consecutive quarters of economic contraction.

Another recession ? the third since the 2008 financial crisis ? is already being referred to with foreboding in the media as a "Triple Dip." Experts warn that its confirmation would create a wave of negative media attention that would scare consumers away from spending, feeding into a vicious cycle that has the economy flat-lining.

"It's psychological ? this is all psychological," said Cary Cooper, a professor at Lancaster University Management School. "It's about the message that those figures send to consumers and small businesses."

The government desperately wants a strong number to justify its increasingly criticized policy of painful spending cuts. But recent indicators on Britain's economy, the third-largest in the 27-country EU after Germany and France, have been disappointing.

Inflation is rising, cutting into people's standard of living. Unemployment is up. Two international ratings agencies have downgraded the country's credit grade from the top level AAA, warning about the government's fiscal policies.

The government, which has long played on its AAA rating as a sign of its economic might, has been pursuing a harsh program of spending cuts and tax increases to reduce the budget deficit, which at 7.4 percent of annual economic output is more than twice the EU's 3 percent limit. Like many governments across Europe that have been scarred by the bond market turmoil that forced Greece and four other countries to need rescue loans, Britain is focusing on reducing debt quickly, even at the cost of short-term economic pain.

What some governments and economists are slowly realizing, however, is that they may have underestimated the damage such austerity would do.

There's long been pressure domestically in Britain to ease off the budget cuts, but in the past few days the International Monetary Fund also chimed in. The fund, whose views carry weight as it is involved in all of Europe's sovereign bailout programs, has pressured Treasury chief George Osborne to slow down the austerity measures in hopes of reviving the economy, whose output last year was worth 1.4 trillion pounds ($2.1 trillion at current exchange rates).

As the debate rages on, no other person than the national spiritual leader ? the Archbishop of Canterbury, Justin Welby ? has waded in and used a word no want wants to hear: Depression.

Welby has unusual standing in the world of money because in a previous life he served as an oil industry executive and now sits on the parliamentary banking standards committee. He told an audience at the heart of government in Westminster on Monday that there was an issue of confidence and trust ? and there is need to rebuild both.

"I would argue that what we are in at the moment is not a recession, but essentially some kind of depression and it therefore takes something very, very major to get out of it in the same way as it took something major for us to get into it," he said.

The Bank of England has cut interest rates to record lows and pumped money into the financial system in the hope that will encourage banks to lend money more cheaply. But the results have been mixed and experts say there is only so much a central bank can do to create jobs.

Even if the economy dodges recession, the daily reality for many Britons remains tough.

The Trussell Trust, a food bank network, said it fed more than 350,000 people in the year ending in March ? more than double the 128,000 served in the previous 12-month period. Tim Boyce, a retired investment banker who runs a south London branch, said he's seeing the people behind those numbers. Inside a frosty church that's opened its doors to the desperate, he watches as they come for emergency handouts of rice, pasta and beans.

"Most people don't realize the extent of poverty," he said as he sipped coffee to keep the edge off the chill. "It's hiding in plain view."

Take the cases of Kevin Bishenden, 50, and his wife, Nicola, 40. He's an upholsterer who says that no one wants to hire someone his age. She says she just can't find work. The only reason they aren't homeless is that Britain's welfare state manages to keep a roof over their heads.

But they've slowly been shedding all their possessions, together with memories of a past life. First a bike, then stuff from the kitchen. All the DVDs are going, though even Star Trek only gets you a few pennies. They've already sold their wedding rings.

He lamented a new council tax payment of 15 pounds ($22.80) that came into effect as part of government austerity plans. His exhaustion was plain as he tried to imagine paying for it.

"Where's that supposed to come from?"

Robert Redford: We need more Woodwards & Bernsteins

Top Line

It?s been more than 40 years since Watergate, but the old story?and its characters?made news once again with the Washington premiere of Robert Redford?s new documentary about the scandal. And Top Line snagged red carpet interviews with the big stars of the night: Robert Redford, Bob Woodward, and Carl Bernstein.

Redford?s new documentary All the President?s Men Revisited takes a historical look at the scandal?and the investigative reporting by Woodward and Bernstein?that ultimately led to President Richard Nixon?s resignation.

Redford, who says ?we need a lot of people like Woodward and Bernstein? today, hopes the documentary is a good resource for young aspiring reporters who come to journalism in the age of the Internet.

?The Internet changed everything,? says Redford. ?There's so many voices claiming the truth, it's harder and harder to get to it.?

While Redford says it?s up to the audience to decide whether modern technology has altered journalism for the better or worse, Woodward and Bernstein agree that the fast pace set by technology sometimes sacrifices thoroughness and accuracy.

When asked how the Watergate story might have been covered differently in the modern day, Woodward replies: ?It might be on Twitter, but you can't get what Watergate was about in 140 characters. 40 years ago, we could work two weeks on a story before it had to be published; now it looks like if you have an advance on the story can we get it on the website in 10 minutes.?

They also agree that thorough investigative reporting is still achievable.

?I think there would be some great reporting and emphasis on same techniques that we used, visiting people at night, and then I think there'd also be an awful lot of people who rush out, come to a conclusion without much information,? says Bernstein.

To hear more about the documentary, which will air on the Discovery Channel on May 4th at 10 AM/EST, and to hear how Woodward says he disappointed many dates in the 70?s by not being Robert Redford, check out this episode of Top Line.

ABC's Eric Wray, Alexandra Dukakis, John Bullard, and Mark Rabin contributed to this episode.
