Nov. 25 (Bloomberg) -- Dubai?s ruler announced plans for a development boasting the world?s biggest shopping mall and gardens larger than London?s Hyde Park, as the emirate revives property projects on hold since the global financial crisis.Emaar Properties PJSC, the United Arab Emirates? largest developer by market value, and Dubai Holding LLC will together build a district called ?Mohammed Bin Rashid City,? named after the Persian Gulf emirate?s ruler. The project near central Dubai is to include 100 hotels, residential areas and green spaces 30 percent bigger than Hyde Park, according to an e- mailed statement yesterday.
Dubai already has bragging rights to the biggest emporium by total area, Dubai Mall, which sprawls opposite the planet?s tallest skyscraper, Burj Khalifa. Between these two Emaar structures is a man-made lake where the world?s largest dancing fountain shoots water 50 stories high.
Dubai, seeking to stimulate its economy, wants to resume several projects that halted after the global credit crunch drove down property values by 65 percent and caused companies to suspend construction of hundreds of developments. Builders in the U.A.E. have aborted about $757 billion of projects since the crisis, Citigroup said in a report on Oct. 16. Dubai is the country?s second-largest emirate, after Abu Dhabi.

Meydan City Corp., which built a 60,000-seat horse-racing stadium and hotel complex in Dubai, said in October it would revive plans for two developments, one with low-rise buildings and lagoons and the other for a tower with ?sky gardens? and nine swimming pools. At about the same time, the emirate?s government re-approved construction of a mile-long (1.6 kilometer-long) canal from the Business Bay commercial area to the ocean.
New projects announced in the past two months include a replica of India?s Taj Mahal that would be four times the size of the original.
Emaar?s shares climbed 2.2 percent today to 3.73 dirhams, the highest close since Oct. 23. The company?s shares have jumped 45 percent this year.
?The current facilities available in Dubai need to be scaled up in line with the future ambitions for the city,? Sheikh Mohammed Bin Rashid Al Maktoum said, according to the official statement. ?We have to start work immediately? on the project and boost the economy, he said.
Sheikh?s Vision
Under the ruler?s plan, Mohammed Bin Rashid City would span 5.1 square kilometres (2 square miles) and contain the biggest cluster of art galleries in the Middle East and North Africa. It?s so-called ?Mall of the World? would cater to 80 million shoppers a year.
The announcement didn?t specify the development?s expected cost or a construction schedule.
Dubai racked up $113 billion of debt transforming itself into a tourism and commercial hub. The emirate has $7 billion of debt maturating next year and $32 billion in 2014, according to a Bank of America Merrill Lynch report Oct. 20.
A construction boom in the emirate, where developers began selling property to foreigners in 2002, led to several large projects including the world?s tallest tower and man-made islands off the coast. Work on two of three palm-shaped residential islands was interrupted as the bonanza turned to a bust in the third quarter of 2008.

If you follow me on Facebook you already seen the announcement that our Philly/Jersey family showed up and showed out at their baby shower for BB.
YES! YES! YES! I?m tooting my Mother in law horn and posting about this shower because truth be told it was nothing shy of fabulous living up to its ?Born to be Wild? theme, and was just all around fly as hell. My mother in law put in work on all the little ShoeAcidal details and we absolutely LOVE her for it.
It was no secret to us that she is excited about her first grandbaby and wanted to plan a shower in Philly for all of our family and friends. So, we came up with a date to make it happen.
Since, we live in VA we had no clue that she was up in Philly going in creating so many of the unique little details that brought her vision to life.
All we knew for sure was this shower was going to be a blast.?Dom and I showed up ready to have a good time.

Egyptians fear being mired in Gaza-Israel crisis

Dalia al Sayed, host of a cooking show on Egypt TV, told NBC News that she was afraid that the conflict between Egypt and Gaza would hurt Egypt.

CAIRO, Egypt - Sympathy for the Palestinians runs high in neighboring Egypt as Israel reportedly considers a ground invasion of Gaza if peace efforts fail.
The country, which is led by Hamas' parent movement, the Muslim Brotherhood, has been spearheading efforts to forge a ceasefire between Gaza and Israel. President Mohammed Morsi has hosted leaders from Hamas and two key allies, Qatar and Turkey, to seek a way to end the fighting.
Morsi, who came to power earlier this year after a popular revolt ousted longtime American ally President Hosni Mubarak, also recalled Cairo's ambassador from Israel to protest the offensive.
But while the government?s stance reflects the will of many regular Egyptians who support the Palestinian struggle against what is widely viewed here as Israeli aggression, those who spoke to NBC News in the capital, Cairo,?also worry that Morsi will drag them into conflict with their powerful neighbor.?
?We are very scared of what is happening. ?We have been through war,? said Dalia al Sayed, host of a cooking show on Egypt TV told NBC News.? ?Let the Palestinians unite, not drag Egypt in to start wars.?
Despite talks of a truce, Israeli airstrikes on Gaza continue, with a Hamas-linked bank being hit overnight along with 10 homes of alleged Palestinian militants. NBC's Richard Engel reports.
Al Sayed's family knows the price of war. ?She was born in Suez during the 1967 war between Israel and Syria, Egypt and Jordan?during which?her family were forced to flee. ?Al Sayed believes that President Mohamed Morsi's government is trying to distract Egyptians from problems at home. ?
"The [2011 Egyptian] revolution was not done in order to take money, resources and give them to Gaza,? she said. ?Egypt is suffering. ?People can't find food to eat. ?Its not up to Egypt to get involved." ??

Businessman Mohamed Abdel Aziz is happy to see Morsi adopt a policy independent from United States, Israel?s main backer, but worries that Washington may cut Egypt's annual $2.1 billion aid package.
He, like others, said that the government should concentrate on Egypt?s own problems, like worsening security, the high cost of living and rising unemployment.
The violence continues in Gaza while negotiations between Hamas and Israel are taking place in Egypt. An estimated 100 Palestinians and three Israelis have been killed so far. NBC's John Ray reports.
"We can't always say ?Yes, yes, yes [to the U.S.].? I like the response but I am afraid of the results,? Aziz said. ??If you don't have control of feeding your people, you can't control your decision making. ?Morsi took the decision. He will bear the consequences."?
Nevertheless, there are those who would favor Morsi breaking more dramatically with the United States and Israel.
At a poorly attended demonstration held by the Muslim Brotherhood after Friday prayers at Egypt?s iconic Al Azhar Mosque, emotions ran high in favor of Egyptian intervention.?
Sami Abdel Halim Haidar, a daily laborer in Cairo, said he came to stand in solidarity with Gazans.?
?Yesterday, I saw a baby killed.? What religion, what law, what country is ok with that?? he told NBC News, adding that the border with Gaza should be left open for anybody who wants to wage holy war against Israel.? ?I want to cut relations with any country that stands by Israel or supplies them with weapons.?
?It?s very easy to condemn the actions of Israel and issue a U.N. statement, but we need to make decisions that show how we have changed and are not following the U.S. or Israel anymore,? he said.

Khalid Kamal, a bearded man dressed in the simple white gown and head covering preferred by Islamist fundamentalists, said he wanted to tell Israel that the violence in Gaza so far was minor compared to what it could be.?
?[Israel and the United States]?are provoking us to perform Jihad and we are ready for our blood to be spilled at the gate of the holy city [Jerusalem],? he said.
But veteran publisher and opposition activist, Hisham Kassem, said that if Morsi and the Muslim Brotherhood truly cared about the Palestinian people they would encourage Hamas to stop firing rockets across the border.
?It is the citizens who bear the brunt,? he told NBC News.? ?People are saying the last thing we want Morsi to do is take us into war." ?
Kassem worried that Morsi has played all his diplomatic cards too early.
?He sent his Prime Minister to Gaza and withdrew the Egyptian ambassador.? Suppose Israel enters Gaza, what does he have next???

Logitech t620 Touch Mouse & t400 Zone Touch Mouse review: made for Windows 8
Logitech recently introduced two mice which it developed specifically for use with Windows 8. The Logitech t620 Touch Mouse and the t400 Zone Touch Mouse offer extra options to at least partially compensate for the lack of a touch screen on existing systems. We got to grips with both mice for a few days.
The t400 Zone Touch Mouse is the cheaper of the two, with an average price of about 36 pounds. This relatively diminutive mouse (it measures 4 x 2.4 x 1.2 inches) is available in red, black and blue. In all models, the top is dark grey. This mouse has two regular buttons, but in between you'll find a touch sensitive strip. That serves as a scroll wheel, but it also offers additional functions, which we will discuss on the next pages.
The t620 Touch Mouse is the more luxurious and versatile of the couple. This mouse features a larger touch sensitive area, that covers the entire top side. There are no visible buttons, but the mouse does actually click when you tap it at the front on either the left or right side. Because it has a larger touch area, the t620 offers more touch functionality, which we get into on the next pages. The t620 is significantly more expensive at around 59 pounds.
Both mice have a wireless connection and come bundled with a Logitech unifying receiver, which you insert in a free USB port, where it extends at most 0.2 inches from. This receiver can be used to connect up to five compatible Logitech devices. Both mice operate on AA batteries, there is no charging station for either. To save power, there is an on/off switch located on the bottom.

KADUNA, Nigeria (Reuters) - A video obtained by Reuters shows Nigerian troops shooting unarmed captives in broad daylight by the roadside in the northeastern city of Maiduguri, the bastion of an Islamist insurgency.
Nigeria's military has long been accused of human rights abuses, including summary executions, in the troubled north but there has been no video proof since the first crackdown on the Islamist sect Boko Haram in 2009.
A spokesman for the army said it was "impossible" for Nigerian troops to do such a thing.
Boko Haram is fighting to carve an Islamic state out of Nigeria, and its fighters have killed hundreds in bomb and gun attacks, many of them from the security forces, since beginning the uprising three years ago.
The video was taken by a soldier who said he was present while the shootings took place two weeks ago. The soldier, who requested anonymity, passed it to Reuters on Sunday.
In the grainy footage, a man sits down next to three or four corpses piled together on the roadside. He pleads for his life while soldiers shout at him and a crowd looks on a few meters away. "Please don't fire," the man says in pidgin English.
He tries to stand up and get onto the back of a pick up truck to the left. A Nigerian soldier shouts "come out", and drags him off it, shoving him on the ground.
One of them kicks him in the head. Then he and another soldier aim assault rifles at him. Four gunshots are heard and the man lies still next to the others.
Nigerian army spokesman Colonel Mohammed Yerima said he had not seen the video but that the events must have been staged.
"How can they do that? It is not possible. This is the Boko Haram tactics," He said. "They will do the killing, say it's the military and then Amnesty International and so on will blame us. It's not possible for Nigerian troops to act in this way."
Nigerian forces have repeatedly denied accusations of such abuses, saying the only times they kill suspected militants is during combat. Those captured are questioned or freed, they say.
U.S. Assistant Secretary of State for Democracy, Human Rights and Labour Michael Posner said on Friday that the United States was seriously concerned by reported abuses committed by Nigerian security forces in their efforts to quell the insurgency.
Such alleged abuses usually occur shortly after members of the security forces have been killed or wounded in an attack by the sect. The killings in this video happened after a bomb attack on a military patrol further up the road, the soldier who provided the footage said.
Another video from the same source, which he said was taken after the executions, shows soldiers piling up about two dozen bodies in two bloody heaps on the ground from the back of a military truck.
The videos could spur renewed calls for Nigeria's security forces to change their approach to the insurgency, which critics say is prompting desperate, angry youths to join Boko Haram and encouraging the northern population to shelter them.
That uprising was sparked by a military crackdown on the sect in which hundreds were killed, including its founder and spiritual leader Mohammed Yusuf, who died in police custody.
President Goodluck Jonathan has been accused of treating the conflict as a security problem that can be solved with force alone, rather than addressing the root causes of the insurgency.
Amnesty International issued a report this month in which it said human rights abuses committed by security forces were fuelling the conflict they were meant to end.
The report said a "significant number" of people accused of links with Boko Haram had been executed after arrest without due process, while hundreds were detained without charge or trial and many of those arrested disappeared or were later found dead.
The Nigerian military rejected that report, including accusations that they execute suspects, as "biased and mischievous."

Mark Titus says government gave assurances for cooperation in ...
Mark Titus testified Wednesday morning that the federal government assured him it would not seize his property in exchange for his cooperation against River Birch Inc. executive Dominic Fazzio. Titus again cited a 2011 pre-sentencing report that said the government did not intend to seize or force him to forfeit his properties.
"I had it in writing from the government,'' Titus testified. "Why else would I think otherwise?''
The testimony came in U.S. District Court in New Orleans during a hearing on Fazzio's motion to dismiss an indictment against both men. Fazzio alleges that Titus, his brother-in-law and a co-defendant, had a secret deal with prosecutors to testify against him.
In his testimony, Titus also said he wore his own recording device when he secretly recorded a conversation with Fazzio in June 2011, as part of his cooperation with prosecutors. The testimony suggested the government was not aware that Titus was wearing his own device, but that prosecutors confiscated the device afterward.
Titus said prosecutors told him his device had not recorded anything.
His testimony continues Wednesday.

Study: US judges' criminal caseloads vary widely
WASHINGTON (AP) ? Federal judges across the nation are shouldering criminal caseloads that vary widely in size, sometimes even among judges in the same courthouse, according to a new study.
The study by the Transactional Records Access Clearinghouse, or TRAC, at Syracuse University found three courthouses where the judge with the largest criminal caseload had sentenced more than twice the number of defendants as the judge with the smallest caseload from October 2006 through July 2012. They were Los Angeles; Beaumont, Texas; and Camden, N.J.
Overall, the study found 18 courthouses where the heaviest sentencing load was at least 1.4 times larger than the smallest.
The study, release Sunday, was made possible because the clearinghouse, which uses the Freedom of Information Act to collect criminal justice data, earlier this year assembled the first publicly available database of sentencing records, sortable by judge.
Judges in the courthouses with the widest disparities cited unique local circumstances to explain the differences.
David Sellers, a spokesman for the administrative office of U.S. courts, said he wasn't surprised or concerned with these findings. He noted, however, that the judiciary needs more judges, particularly along the Southwest border.
That appeal for more judges was buttressed by another finding of the study that documented a more widely known disparity in criminal caseloads between districts in different regions. These regional differences are driven by the large number of immigration cases along the Southwest border where judges have long complained they handle too many cases to give each one proper consideration.
The clearinghouse study analyzed the criminal caseloads of 430 federal district judges who were all active for the entire study period, almost six years. It measured workload by sentencings and excluded acquittals because "acquittals are exceedingly rare," said Susan Long, a co-director of TRAC and co-author of the report, along with former New York Times investigative reporter David Burnham, TRAC's other co-director.
Atop the list of districts with internal disparities were the two federal courthouses in Los Angeles. One judge there had sentenced 305 people, while another had sentenced 134.
George H. King, chief judge of the U.S. District Court in the Central District of California, said he had not had an opportunity to review the study or its methodology and declined to comment. But officials in other jurisdictions with the widest disparities provided explanations.
Second in internal disparity was Beaumont, Texas, which has just two judges: Marcia A. Crone, who sentenced 1,288 people during the period, and Ron Clark, who sentenced around 618. Both judges called that divide a reflection of how they divide the work in other courthouses they must travel to as part of their responsibilities, with Clark handling more civil cases and Crone more criminal cases.
The third greatest internal disparity was in Camden, N.J. Jerome Simandle, the chief judge of the U.S. District Court for New Jersey, said two of Camden's four judges took no part in many criminal cases early in their tenure because of their former jobs as prosecutors. They both joined the court in 2006, which was coincidentally the beginning of the study period.
In addition, experienced judges tend to get cases that are related to cases they are already working on, Simandle said. "So experienced judges tend to get more cases," Simandle said.
TRAC contacted clerks in a sample of districts. The clerks who agreed to be interviewed "uniformly indicated that while judges were randomly assigned by the court's computerized software system, adjustments were allowed in the 'odds of selection' when directed by the chief judge in a district (or sometimes by an individual judge)," the report stated.
TRAC's comparison of caseloads between regions confirmed that courthouses on the Southwest border had by far the highest number of sentences. Atop the list was the courthouse in Las Cruces, N.M., where Judge Robert C. Brack is the only district judge, with 7,020 defendants sentenced. The next four were other Texas courthouses in McAllen, Midland, El Paso and Del Rio. Each of the judges in those courthouses averaged more than 4,600 sentences. The 11 courthouses with the highest caseloads were all on the border, "because of the government's sharply increased emphasis on the criminal enforcement of immigration matters," the report stated.
On the opposite end, the courthouse in the nation's capital had the lowest average number of criminal defendants sentenced per judge ? 147 over the nearly six years in the study.
"We have many more complex cases than most of the districts listed in the report," said Washington's chief judge, Royce Lamberth. He noted that the court handles public corruption cases, white-collar cases and any prosecution for obstruction of Congress, which can be time-consuming. Just this year, the court tried former baseball pitcher Roger Clemens on charges of perjury, making false statements and obstructing Congress for denying he had used performance-enhancing drugs. A jury acquitted Clemens of all charges after a trial that lasted more than nine weeks.
"So comparing a case in which there's a one-hour, at most, guilty plea in an immigration violation, and probably one hour spent on sentencing, can't really compare to the kinds of cases we're doing," Lamberth said
Sellers, spokesman for the office that provides administrative support to federal courts, said that differences in caseloads have "been a reality of judging ? not just in federal courts ? for more than two centuries."
"I would liken this to a study that concludes that cars traveling on the same road, or different roads, travel at different speeds," Sellers said.
That doesn't mean things can't be improved, he added. "There are courts that have tremendous needs for new judgeships, particularly on the Southwest border. There are longstanding judicial vacancies." But the judiciary doesn't control the number of judges.
The report acknowledged that Congress, which funds the courts, and the executive branch, which brings prosecutions, both have a responsibility for helping to manage criminal caseloads.

The newest addition to our game shelf is the Dazzling Princess game from Wonder Forge. This simple game is geared to young Disney movie fans. ?My 4 year old daughter loves that it involves dress up. Each player is given a tiara, a bracelet and a ring to begin the game. There is a box full of cards, each depicting a different character, scene or symbol from a Disney princess movie. The player must guess the movie represented in the picture. The answer is on the back of the card, but you have to use the red heart-shaped decoder to see it. My 7 year old son thought the decoder was cool. If the player gets the right answer, she or he gets to add the designated number of gems to her/his tiara, bracelet or ring. The winner is the first to fill all the empty spaces with gems. As I said before, it's a very simple concept, but I think it's unique and interesting enough to hold the attention of young children. It's obviously more geared to girls, but my son did like guessing the cards and using the decoder. I managed to snap a picture of him wearing the jewelry, but I will reserve that for the dating years. I like that the answers consisted of the name of the princess as well as a picture, so young children can complete their turn without needing assistance. The gems are tiny, so I wouldn't recommend this game for toddlers who still put toys in their mouth. (The recommended age is 4+.) The small size of the gems, cards and decoder also make it a little harder for adults to handle, but they are just the right size for the young children. I think the Dazzling Princess game will spend more time on the game table than the shelf. ?~ Brandy

But, if they get bake, mix, decorate - the round is on. ?We flip the timer, flip a princess card that has a cupcake challenge on it and then the kids race to make that cupcake out of the piece as quickly as possible. ?They work together so it's a nice change from competing against each other and fighting over who wins! ?If the timer is still going and they have made the cupcake, they can try to make more. ?The goal is to make as many cupcakes as possible until the game ends. ?There are different stacks of cards so that each time they play there is a variety in what they create. ?My daughter also just likes to sit and play with the cupcake pieces to make her own creations. ?~Stephanie
