Starting in the fall, she said, DHH will include coverage of dental care for Louisianians enrolled in these Medicaid plans: Amerigroup, LaCare and Louisiana Healthcare Connections.

Medicaid participants in the other two plans ? Community Health Solutions and United Healthcare Community Plan ? will continue receiving dental treatment in Medicaid?s fee-for-service program, Speakes said.

No one will be added to the Medicaid rolls, she said, and the change is designed to be seamless for the 900,000 participants statewide.

In addition to providing information about dental care, Speakes said DHH representatives will be on hand to field questions.

Protest organizers did not return calls seeking comment.

Time Shift: Is London's Big Ben Falling Down?

In December 2011 British newspaper headlines warned that London's Big Ben was about to topple over. Locals instinctively blamed the London Underground's Jubilee Line Extension, which opened in 1999 and sends trains rumbling under the tower and the Palace of Westminster. What most did not know, however, was that rumors of the tower's doom, like Mark Twain's death, were greatly exaggerated; a reporter misread the final report on the extension's construction and its impact on the tower, which was filed in 2009 and released last year under the U.K.'s Freedom of Information Act. In fact, the builders took careful steps to ensure Big Ben's stability.

No building is ever completely still: they expand, contract and sway in response to the sun and wind, and they tilt and move when the ground underneath them shifts.

"It's like a sunflower. It bends with the weather and the time of year," says John Burland, an emeritus professor at Imperial College London.

Burland has a long, intimate history with the clock tower. He was called in to ensure its stability both when the Westminster station was reconstructed and extended downward to a depth of nearly 40 meters as part of the Jubilee Line Extension project and during the construction of a nearby underground parking lot in the 1970s. Burland also served in the early 1990s on a commission to stabilize the Leaning Tower of Pisa and, he says, now spends a lot of time on other projects that require building underneath sensitive, priceless buildings in built-up areas. The world's major cities have nowhere to expand but downward.

The technology to manage building movements has become very precise. A key component is accurate monitoring. Inside Big Ben's tower, a permanent automated plumb line-simply, a weight suspended on a string that serves as a vertical reference with which to compare the tower's angle of tilt-provides real-time measurements of its movement. A second surveying instrument, an optical plumb, now makes it possible to look up a vertical line from the tower's base to a target behind the clock.

"We're detecting movements to an accuracy of 10 millimeters daily."

During the extension work, the goal was to keep the tower from tilting more than an additional 27.5 millimeters over the length of the 55-meter span between the ground and the center of the clock face. Burland, however, prefers to talk in angles and gradients: 27.5 millimeters over 55 meters is a gradient of one in 2,000.

To meet that goal, construction crews injected what is called "compensation grouting"-a mix of cement, sand, water and other components-into horizontal tubes drilled into the clay under the clock tower's foundation. The idea sounds simple: just push up on part of the foundation to counteract the building's lean. The secret, though, is being able to predict the direction and amount of building movement and knowing exactly where to place the channels and inject the grout.

The 61-meter-tall clock tower (technically, only the biggest bell inside it is "Big Ben") is built of brick, clad in stone and stands on a concrete raft 15 meters square, three meters thick, at a depth of seven meters below ground level. It is physically attached to the rest of the Palace of Westminster by a three-story building that houses the Parliamentary press and the offices of state.

The project installed the horizontal array of 16 steel tubes, each 50 meters long, by drilling outward from a vertical shaft immediately to the north, on Bridge Street. Whenever the tower's movement reached 22 millimeters, workers injected, in stages, 122 cubic meters of grout.

The exact ingredients of this mix are a proprietary secret known only to the contractor who supplied it. Even Burland isn't entirely sure of the recipe, although he says it includes some bentonite, used in the oil industry as a component of drilling mud, and that the mix is nontoxic and viscous enough to stop the ground from squeezing it.

Ari: Briefly, how did you get into free-market activism?

Paul: I began in January 2007 in response the Colorado state legislature?s decision to appoint a special commission to create a ?universal health care? plan for our state. A group of local free market advocates decided to organize the ?Freedom and Individual Rights in Medicine? (FIRM) project to speak out against government-run ?universal? health care, and to support genuine free-market health reforms.

Our founder, Lin Zinser, attended and spoke out at numerous meetings of that state commission. She also participated in several panel discussions, town hall meetings, community groups, radio shows?all to discuss and promote free-market health reforms.

For my part, I wrote several letters to the editor and op-eds on health care policy for local and regional newspapers. After this particular issue died in the 2008 state legislature, we?ve continued working on this topic when health care policy heated up as a national-level issue following the election of President Obama.

Ari: Will you please summarize what your activities entail, and how specifically you became interested in health policy?

Paul: I mostly write letters to the editor, op-eds, and articles for various venues. My op-eds have appeared in outlets including the Christian Science Monitor, Washington Times, Washington Examiner, Denver Post, and PajamasMedia. Some of my longer articles have appeared in The Objective Standard, which is a quarterly journal of culture, arts, and politics.

Some of my work has also been cited by Investor?s Business Daily and?major political blogs such as Instapundit and Real Clear Politics.

My interest in health policy was driven initially by a specific state-level political initiative. 2) I?ve met some truly fine people who are also interested in free-market health care reform (and more broadly in the restoration and preservation of American freedoms in general).

3) I?ve become a better writer.

4) I?ve gained a greater sense of rational optimism about our future. Although I recognize that the battles ahead will be difficult, my activism has helped give me hope that the fight can be won. By being active, one is helping to steer the debate in the right direction, rather than being a helpless passenger at the mercy of others driving the discussion.

Ari: How do you mesh your professional life with your activist life?

Paul: I do all of this writing on my own time, typically during evenings, weekends, and vacation time.

My employers are fine with my activist work, provided that I don?t presume to speak for them on any political issues?a perfectly reasonable and understandable position. Hence, my author byline always states that I?m a co-founder of FIRM, but does not mention my professional practice affiliation.

My physician colleagues at work know of my views. But my various medical practice partners encompass an extremely wide range of political views, varying from religious conservative to libertarian to mainstream Republican and Democrat to socialist. So I?m merely another person in a politically diverse group and it doesn?t affect our professional relationships with one another.

Ari: What tips do you have for the budding free-market activist? Why should others get involved?

Paul: Budding activists should get involved for personal, selfish reasons. They shouldn?t view activism as grim painful ?duty? where they are ?taking one for the team.?

Instead, they should find ways to make activism a positive enhancement to their lives. EV flyer Long-ESA has started high-speed taxi tests on its quest to become the first electric airplane to cross the Atlantic. Using a Long-EZ kit plane designed by Burt Rutan as a platform for the volts-only powertrain, the Flight of the Century project is the brainchild of electric enthusiast Chip Yates, who already holds the speed record of 190MPH on an EV motorcycle. The developer's plan is to use a fleet of five drones to dock with the main Long-ESA ship and exchange batteries in mid-air, giving it enough juice to make the trip. Successful ground trials should lead to flight tests later this month, with the transatlantic attempt slated for 2014, followed by EV airplane speed and altitude attempts, to boot. It remains to be seen if the complex plan might result in commercial electric aviation as Yates predicts -- but judging by the video after the break it'll be fun to watch them try.

Heavy rains have battered Chengdu over the past few days, but this won?t stop young jobseekers lining up for Foxconn summer jobs at the Foxconn plant in Chengdu. Thousands of people were lining up, and they were armed with rain gear and umbrellas, standing out in the rain just for a chance to audition.

Many Chinese jobseekers want those jobs at Foxconn. Apparently, the Foxconn plant in Chengdu is hiring now for summer jobs ? and according to our sources, the plant is hiring a large number of summer workers, which may still have openings. What?s more, the young jobseekers are required to submit a registration fee of 150 Chinese yuan (about $24) before he/she could apply for the summer job. And there?s a requirement for applying the job, you need to have good eyesight.

It is thought that the recruitment in Chengdu is for the production of the rumored iPad mini while the extra employees in Zhengzhou will be for the next generation iPhone 5. If both of these product are due to be launched in October, it would make sense that they were being produced very soon, if not already. When Apple launches a new device, it always hits store shelves within a few weeks; to meet the huge demand, Apple needs a huge stockpile of devices prior to that date.

One thing is for sure, it is going to be a very exciting last quarter of the year; especially if we do get to see an iPad mini as well as the iPhone 5. If you only have the budget for one device, which one would you get?

(AP) ? A Texas man whose prized sports car was stolen 42 years ago recovered the vehicle in California after spotting it on eBay, authorities said Sunday.

Robert Russell told the Los Angeles County sheriff's officials that he had never given up searching for the 1967 Austin Healy after it was stolen from his Philadelphia home in 1970.

The 66-year-old retired sales manager from Southlake told the Dallas Morning News (http://dallasne.ws/ML2fBq ) he paid a friend $3000 for the car. It had sentimental value to him because it was stolen the morning after he took his future wife out on their second date.

Russell said he spent years surfing the Internet looking for the car and didn't have much hope of finding it.

"The fact that the car still exists is improbable," he said. "It could have been junked or wrecked."

He said he checked on eBay periodically and spotted it a few weeks ago. He immediately called a Beverly Hills car dealership that was selling it.

He said the vehicle's identification number matched that of his car. He had the original key and car title, but not a copy of the stolen-car report to prove that it was stolen from him.

Russell contacted Philadelphia police for help and learned that the stolen-car report wasn't showing up at the FBI's national crime index because one vehicle identification number was entered incorrectly. The report was finally found and the file was reactivated, enabling a Los Angeles authorities to impound the car.

Russell and his wife, Cynthia, drove to Los Angeles and took possession of the car. It's now valued at $23,000.

"It still runs, but the brakes don't work well," he said. "We're going to put it back the way it was."

AP Source: Saints, Brees apart on guaranteed money

NEW ORLEANS (AP) ? Drew Brees and the New Orleans Saints still must close a significant gap in guaranteed money if they are to agree on a five-year contract worth about $100 million by Monday's looming deadline for a long-term deal, said a person familiar with the negotiations.

The sides were more than $10 million apart in the guaranteed portion of the contract on Wednesday, the person told The Associated Press on condition of anonymity because talks are ongoing.

The stakes are high for both sides and the negotiations have lasted for months, including long gaps in communication between the two camps.

Brees, who is 33 and entering his 12th season, has never before had the chance to negotiate a contract on par with the elite quarterbacks of the game. The Saints, meanwhile, risk alienating the best quarterback in franchise history, not to mention their fan base, by failing to make an offer to his satisfaction by Monday ? the deadline for players with the franchise tag to sign long-term deals.

Several months ago, Brees first raised the possibility that he would not report to the opening of training camp if all that was on the table at that time was the one-year franchise tag of about $16.3 million. People familiar with the quarterback's plans say that remains the case.

Brees has said he does not want to play under a one-year contract with no long-term security in the coming seasons. He did it once before, with costly consequences, when he played under the franchise tag for San Diego in 2005 and wound up with a career-threatening injury to his throwing shoulder.

That injury led him to accept a six-year, $60 million deal with New Orleans in 2006, which left him playing for well below market value in the past few seasons, even as he was setting club and league records.

Brees had hoped that an extension would be done before 2011, but when it was not, he decided not to hold out and played without the security of a long-term contract. He remained healthy the entire season and passed for an NFL single-season record 5,476 yards. Brees considered that an act of faith in the Saints, and now he is insistent that that faith be returned in the form of a contract that not only would give him the highest average annual salary in the game, but also guarantee a significant portion of his salary.

General manager Mickey Loomis has said he understands that Brees' contract is the most important deal on which he has worked in his career. However, he has stressed that such a deal, with the potential to affect the team's ability to sign other players, must be entered into with caution.

Both sides have offered proposals that would give the Saints more flexibility under the NFL's salary cap than New Orleans would have if Brees played for the franchise tag the club has placed on him.

In those proposals, a relatively low base salary number in the early years would be offset by guaranteed signing bonuses that are pro-rated, for salary cap purposes, over the life of the contract.

Such a contract structure would increase the salary cap burden of Brees' contract significantly in the final years, but the salary cap likely will be higher by then.

The current salary cap is about $120 million, but could rise substantially under a new NFL TV deal that will begin in 2014. Under the league's current labor agreement, players are supposed to receive about 55 percent of TV revenues.

If the two sides can narrow their differences on the guarantees, the remaining portions of the contract should be easier to figure out.

The two sides are working from a framework of five years. The difference in the annual average pay is about $1.25 million, with the Saints' last offer at about $19.25 million and Brees' last proposal at about $20.5 million.

However, it is not yet clear how much Brees is willing to come down from a $20.5 million annual figure that some in his camp have argued is low, based on past trends.

Peyton Manning recently signed a five-year, $96 million deal, which averages $19.2 million. Manning is three years older than Brees and did not play last season because of neck surgery.

Meanwhile, teams have had a history of offering new contracts to elite players which represent annual multimillion dollar increases over the previous top contract for a player at that position. Detroit receiver Calvin Johnson's last contract averages $16.2 million a year, which exceeds Larry Fitzgerald's pay by more than $1 million per year.

Even major contracts can be negotiated quickly under deadline pressure, and the types of differences the Saints and Brees have can be resolved in less than a day, so there remains plenty of time to work out a deal.

However, if the deadline passes without a long-term contract, Brees could still hold out for a one-year contract worth more than the current franchise tag. Brees could also hold out until the Saints put it in writing that they will not use the franchise tag on him again next season, allowing him to test the open market.

Discovery of chemical that affects biological clock offers new way to treat diabetes

ScienceDaily (July 12, 2012) ? Biologists at UC San Diego have discovered a chemical that offers a completely new and promising direction for the development of drugs to treat metabolic disorders such as type 2 diabetes -- a major public health concern in the United States due to the current obesity epidemic.

Their discovery, detailed in a paper published July 13 in an advance online issue of the journal Science, initially came as a surprise because the chemical they isolated does not directly control glucose production in the liver, but instead affects the activity of a key protein that regulates the internal mechanisms of our daily night and day activities, which scientists call our circadian rhythm or biological clock.

Scientists had long suspected that diabetes and obesity could be linked to problems in the biological clock. Laboratory mice with altered biological clocks, for example, often become obese and develop diabetes. Two years ago, a team headed by Steve Kay, dean of the Division of Biological Sciences at UC San Diego, discovered the first biochemical link between the biological clock and diabetes. It found that a key protein, cryptochrome, that regulates the biological clocks of plants, insects and mammals also regulates glucose production in the liver and that altering the levels of this protein could improve the health of diabetic mice.

Now Kay and his team have discovered a small molecule -- one that can be easily developed into a drug -- that controls the intricate molecular cogs or timekeeping mechanisms of cryptochrome in such a manner that it can repress the production of glucose by the liver. Like mice and other animals, humans have evolved biochemical mechanisms to keep a steady supply of glucose flowing to the brain at night, when we're not eating or otherwise active.

"At the end of the night, our hormones signal that we're in a fasting state," said Kay. "And during the day, when we're active, our biological clock shuts down those fasting signals that tell our liver to make more glucose because that's when we're eating."

Diabetes is caused by an accumulation of glucose in the blood, which can lead to heart disease, strokes, kidney failure and blindness. In type 1 diabetes, destruction of insulin producing cells in the pancreas results in the high blood sugar. In type 2 diabetes, which makes up 90 percent of the cases, gradual resistance to insulin because of obesity or other problems, leads to high blood sugar.

Kay and his collaborators discovered in 2010 that cryptochrome plays a critical role in regulating the internal timing of our cyclical eating patterns, timing our fasting at night with our eating during the day to maintain a steady supply of glucose in our bloodstream. Other researchers have recently discovered that cryptochrome also has the potential to reduce high blood sugar from asthma medication by adjusting the time of day a patient takes their medication. "We found that if we increased cryptochrome levels genetically in the liver we could inhibit the production of glucose by the liver," said Kay.

What he and his team found in their most recent discovery was that a much smaller molecule, dubbed "KL001" (for the first such compound from the Kay Lab), can regulate that activity as well. It slowed down the biological clock by stabilizing the cryptochrome protein -- that is, it essentially prevented crypotochrome from being sent to the cellular garbage can, the proteasomes.

The discovery of KL001 was serendipitous, a complete surprise to the scientists that came about from a parallel effort in Kay's laboratory to identify molecules that lengthen the biological clock. Two years ago, Tsuyoshi Hirota, a postdoctoral fellow in Kay's laboratory found a compound that had the greatest effect ever seen on circadian rhythm, a chemical the biologists dubbed "longdaysin" because it lengthened the daily biological clocks of human cells by more than 10 hours.

Continuing his search, Hirota resumed his efforts to find more chemicals that lengthened or slowed down circadian rhythms, enabling the scientists to understand more about the intricate chemical and genetic machinery of the biological clock. He and his colleagues in Kay's lab did this by screening thousands of compounds from a chemical library with human cells in individual micro-titer wells in which a luciferase gene from fireflies is attached to the biological clock machinery, enabling the scientists to detect a glow whenever the biological clock is activated. Their molecular fishing expedition came up with a number of other compounds, one of which was KL001.

"We found other compounds that like longdaysin slowed down the biological clock," said Kay. "But unlike longdaysin, these compounds did not inhibit the protein kinases that longdaysin inhibits so we knew this compound must be working differently. What we needed to know was what is this compound interacting with? And we were absolutely stunned when we discovered that what was binding most specifically to our compound, KL001, was the clock protein cryptochrome that our lab has worked on in plants, flies and mammals for the last 20 years."

Kay's team turned to biological chemists in Peter Schultz's laboratory at The Scripps Research Institute to characterize the compound and understand better chemically how it affected cryptochrome to lengthen the biological clock.

"Those biochemical studies showed us that KL001 prevents cryptochrome from being degraded by the proteasome system, which was another big surprise," said Kay. "It essentially interferes with the signal to send cryptochrome to the garbage can."

To understand how KL001 worked mechanistically with cryptochrome to control the biological clock, the team initiated a collaboration with Frank Doyle and his group at UC Santa Barbara. "They constructed a beautiful mathematical model of cryptochrome's role in the clock," said Kay. "That model was essential in allowing us to understand the action of the compound because the biological clock is very complicated. It's like opening the back of a Rolex and seeing the hundreds of tiny little cogs that are tightly integrated."

Based on that mathematical model, the scientists predicted that adding KL001 to mouse liver cells should stabilize cryptochrome and that the increased level of cryptochrome would inhibit the production of enzymes in the liver that stimulate the process of gluconeogenesis -- the generation of glucose during fasting. Experiments done together with the laboratory of David Brenner, dean of the UC San Diego School of Medicine and Vice Chancellor for Health Sciences, confirmed that prediction to be true.

"In mouse liver cells," said Kay, "we showed that KL001 inhibited gene expression for gluconeogenesis that is induced when exposed to the hormone glucagon, which promotes glucose production by the liver. It's a hormone we all produce in fasting states. And our compound, in a dose dependent way, inhibits hepatic gluconeogenesis, the actual production of glucose by those liver cells."

Kay said the next step for the research group is to understand how KL001 and similar molecules that affect cryptochrome function in living systems, such has laboratory mice. The scientists also plan to probe how such compounds affect other processes besides the liver that may tie the biological clock to metabolic diseases. "As with any surprise discovery," he notes, "this opens the door to more opportunities for novel therapeutics than we can currently imagine."

Pongsawakul and Tim Sonntag of UC San Diego's Division of Biological Sciences; Jae Wook Lee of TSRI; Peter St. John of UC Santa Barbara; Keiko Iwaisako, Takako Noguchi and David Welsh of UC San Diego's School of Medicine.

Who's Betting on America? The Top 25 Companies Investing in the ...

We're all familiar with the saying, "put your money where your mouth is," but a new study has added a fresh twist to that old adage. At a time of great economic uncertainty, a Washington think tank has compiled a list of companies that are doing the best job at putting their money where their business is by investing billions of dollars right here in the good old USA!

In a research report entitled "Investment Heroes: Who's Betting on America's Future?" the Progressive Policy Institute highlights the top 25 American companies that spent the most money in 2011 investing domestically on things like new plants, new technology, and new equipment.

"The role of investment in the economy is essential," says Diana Carew, an economist at the Progressive Policy Institute and co-author of the report. "It creates jobs. It boosts wages. It boosts productivity. It stimulates growth. It affects millions of Americans in a very positive way."

In total, the top 25 companies invested $136 billion combined last year, the report shows, with half the big spenders coming from the Telecom (IYZ) and Energy (XLE) sectors, as well as a significant contribution from Tech (QQQ) and the Automakers. Financial companies were excluded from the list because they do not publicly report their capital expenditures.

Carew says despite record levels of cash on hand, the total dollar level of corporate capital investment is still roughly 7% below pre-crisis 2007 levels. It's a dilemma she likens to an ''investment drought," and a problem that must be addressed."We need to encourage more investment," she says in the attached video, pointing out that multiple layers of regulation are discouraging capital investment and innovation at a time when we need it most. "It's very easy to add new regulation, a new rule, a new zoning permit law, a new fine or legal fee, but it's very hard to take them away once they've been set up."

It's also worth noting that if foreign companies had been included, UK-based BP (BP) would be fourth on the list with $8.8 billion spent in the U.S. last year. But either way, she says, multi-national companies that are investing now in the face of economic uncertainty ''should be lauded" for their efforts. Especially the auto manufacturers, who "were bailed out just a couple years ago, and we see they are investing again and giving back to the economy in a very important way."
